Federal and state governments play an important role in the revitalization of distressed communities. Policymakers must continue to provide sufficient, flexible resources to community development organizations so that private-sector dollars can be leveraged for revitalization efforts. Policymakers also need to continue to develop policies that promote and encourage investment in our distressed communities.
Our 2010 policy priorities include: encouraging green development, supporting tax incentives, supporting community stabilization policies, expanding investments in capacity building and encouraging financial and regulatory reform.

This survey explains the current market environment for low-income housing tax credit (‘housing credit’) investments, investor motivations and investor responses to potential legislative enhancements to rules that govern these transactions. Enterprise Community Partners, Inc. and Local Initiatives Support Corporation surveyed current, former and potential institutional investors, as well as syndicators and brokers active in the housing credit industry.
