American Jobs and Closing Tax Loopholes Act
Statement from Michelle Whetten, Vice President and Gulf Coast Director. Enterprise commends the U.S. House of Representatives for passing H.R. 4213, the American Jobs and Closing Tax Loopholes Act of 2010. This legislation includes several key provisions that advance affordable housing and community development, and is a critical step in continuing the rebuilding of the Gulf Coast. Enterprise Discusses Green, Affordable Housing with Senate Energy and Resources Committee
Enterprise Vice President for Green Initiatives Dana Bourland joined a panel of industry experts and Senate Energy and Resources Committee Chairman Senator Jeff Bingaman (D-N.M.) along with other committee members on November 16 to discuss energy-efficient affordable housing. Proposed Senate legislation calls for more than $2.5 billion in new funding to help make single-family and multifamily housing healthier, cost effective and energy efficient for low-income families. Other panelists included Roger Platt of the U.S. Green Building Council, Dennis Creech of Southface and Greg Thomas of Performance Systems Development. Review Ms. Bourland's presentation. (PDF, 5MB)

HUD Approves Enterprise's New Effort to Support Partners and Preserve Community Assets
Enterprise recently received approval from HUD to dedicate $5 million to a new Partner Support to Preserve Community Assets program. The program will be funded through a $13 million grant from HUD awarded to Enterprise in early 2009. The prolonged economic downturn is negatively affecting many of Enterprise’s key housing development partners, threatening both the pipeline of affordable housing development and their existing property portfolio. These efforts will help local affordable housing developers weather the current economic challenges, ultimately preserving critical community assets that these community-based developed organizations have developed over the past several decades. Enterprise will assist partners by providing organizational and financial analysis and planning, resulting in recommendations and strategies aimed at improving their financial liquidity and overall financial position. To achieve these goals, Enterprise will provide low-cost loans, direct training, consulting services and grant funding.

Enterprise Uncovers Promising Approaches in Neighborhood Stabilization Program Plans

Enterprise Policy Vice President Meets with Secretaries Geithner, Donovan to Discuss Neighborhood Stabilization

On February 11, Ali Solis, Enterprise Community Partners vice president for public policy, spoke with Treasury Secretary Timothy Geithner and Housing and Urban Development Secretary Shaun Donovan at a meeting attended by financial institutions, trade associations and nonprofits.

At the meeting, Solis discussed the importance of a place based neighborhood stabilization approach that deals with the front-end (wholesale loan modifications for troubled borrowers) and back end (impacts of vacant properties on whole communities). She also pointed out that TARP funds should be used to create systemic ways to deal with both ends.

Currently, Shaun is commissioner of the New York City Department of Housing Preservation and Development. His vision and leadership have been the driving force behind Mayor Michael Bloomberg’s 10-year, $7.5 billion New Housing Marketplace Plan, which is the largest municipal housing plan in the country and a model for how to create and preserve affordable housing for cities across the country. Statement Regarding Community Reinvestment Act (CRA)

On Oct. 13, 2008, Doris W. Koo, president and CEO of Enterprise Community Partners, released a statement regarding the recent incorrect comments made that blame the Community Reinvestment Act (CRA) and minority homeowners for the current economic crisis. Koo states that not only has CRA not caused this crisis, it has helped build our nation’s economy during the past three decades. House Passed Energy Legislation with GREEN Act provisions

On Sept. 17, 2008, the House passed the Green Resources for Energy Efficiency Act (the GREEN Act, H.R. 6078) as part of the Comprehensive American Energy Security and Consumer Protection Act (H.R. 6889). The GREEN Act measures will help revitalize our economy by making energy efficiency practices more affordable, accessible and achievable by consumers, businesses and government entities. Enterprise Vice President of Public Policy Participates in ULI Fall '08 Meeting

Ali Solis, vice president of public policy, participated in the ULI Fall '08 Meeting held from Oct. 27-30, in Miami, FL. Solis took part in a panel titled, "Billion dollar Federal Rescues from Main Street to Wall Street." The session, moderated by Barry Zigas, Principal, Zigas & Associates and Enterprise Trustee, brought together housing industry experts to discuss the implementation of the Housing and Economic Recovery Act and the Emergency Economic Stabilization Act of 2008. The other housing industry experts were Jeffrey Hayward, Senior Vice President, Housing and Community Development, Fannie Mae and Benson "Buzz" Roberts, Senior Vice President, Policy & Program Development, Local Initiatives Support Corporation. HUD Housing Summit on Neighborhood Stabilization Program

On Oct. 7, 2008, Ali Solis, vice president of public policy for Enterprise Community Partners, participated in the HUD-sponsored Summit on Housing: Partnering for Responsible Policy plenary titled "Best Practices for Neighborhood Stabilization".

During the plenary, Solis talked about Enterprise's response to the increasing number of real estate-owned properties in communities affected by concentrated foreclosures. Solis also discussed Enterprise's experience in facilitating the purchase, rehabilitation and affordable resale of foreclosed homes through the HUD Asset Control Area program and how it has served as a model for the formation of the National Community Stabilization Trust.

The summit brought together more than 800 housing and finance leaders from the government, private and nonprofit sectors to Washington, D.C., for a two-day briefing by HUD officials and panel discussions on the Neighborhood Stabilization Program, the Housing and Economic Recovery Act of 2008, the HOPE for Homeowners program and other foreclosure prevention and loss mitigation programs. KnowledgePlex online chat "The 2008 Federal Community Stabilization Grants"

On Thursday, Oct. 2, 2008, Partners vice president of public policy Ali Solis joined other housing experts for the KnowledgePlex online chat "The 2008 Federal Community Stabilization Grants". The panelists shared their strategic frameworks and checklist for preparing, adopting, and implementing a foreclosure/vacant properties stabilization action plan and shared their ideas on how to spend community stabilization funds wisely. Enterprise Addresses Foreclosure Crisis at Congressional Black Caucus Foundation Legislative Conference

As part of its 38th Annual Legislative Conference, on Thursday, Sept. 25, 2008 the Congressional Black Caucus Foundation held a town hall meeting on the foreclosure crisis. Enterprise Vice President of Public Policy Ali Solis joined Rep. Barney Frank (D-MA), NeighborWorks President Ken Wade and other concerned leaders to discuss and answer questions regarding the current economic crisis and examine the national and regional repercussions.

Trustee Edward Norton Testifies

Actor, director and Enterprise Community Partners Trustee Edward Norton testified on May 14, 2008 on Capitol Hill, urging lawmakers to put opportunities for low-income people at the forefront of the nation's response to the climate-change crisis.

Congress should take a leadership role in making green and affordable one and the same. He outlined Enterprise’s 10-point plan for federal policy-makers, captured in its recently published white paper, "Bringing Home the Benefits of Energy Efficiency to Low-Income Households."

The hearing, which was covered in The Washington Post and the San Francisco Chronicle, focused on how efficient buildings and better building policies can reduce energy costs and cut global warming pollution.
